Construction of the new Land Registry Information Systems buildings in Plymouth have been completed.

Seaton Court is one of a small minority of projects in the UK to achieve a maximum Environment Performance Index score under the BREEAM Environmental Assessment Award scheme Designed by TPS, the design and project management division of Carillion Business Services, Seaton Court, which provides office accommodation and other facilities for up to 500 Land Registry staff, was formally opened by HRH The Princess Royal in May 2005

BREEAM, which has been in existence for over a decade, was created by the Building Research Establishment (BRE) to assess the environmental performance of both new and existing buildings.

It is regarded by the UK's construction and property sectors as the measure of best practice in environmental design and management.

It scores the performance of buildings on a wide range of environmental elements including management, energy use, health and well-being of the occupiers, pollution, transport, land use, ecology, materials and water.

A series of "credits" are awarded under each of the nine environmental aspects, and a percentage score calculated for each.

The individual sections are then weighted according to environmental significance factors developed by BRE to give an overall aggregate score.

Seventy per cent or above is required to achieve an "excellent" rating.

The assessment was carried out by qualified assessors licensed by BRE.

The complex consists of a main office building, which is three storeys high and designed around an open courtyard.

It is linked to other buildings that house the reception and restaurant.

The site also includes a creche with outdoor play areas.

There are parking facilities for bicycles, motorcycles and 300 cars for staff and visitors.

Key elements that scored well with BREEAM were health and well-being considerations included for staff, water conservation elements, pollution avoidance in the selection of materials, low emission heating, and ecology.

Particular attention was paid to increasing biodiversity through landscape design.

TPS project director Phil Edwards said: "The site has a prominent location in Plymouth.

The new buildings, together with the landscaping, have been designed to enhance the character of the surrounding area as a whole.

"The original brief conceived by Land Registry included significant environment considerations within the project including the requirement of an 'excellent' rating under the BREEAM assessment method - which it was designed to achieve from the outset.

It is a great credit to TPS's design team that it has actually been awarded a maximum score." TPS provided an integrated service to Land Registry including full project management, design and site services, BREEAM assessors, quantity surveying, building control and planning supervisor services.

This project is one of several developments for which TPS has been providing architectural and project management services to Land Registry over the last decade at various locations throughout England, including offices at Lytham St Annes, Telford, Tunbridge Wells and Weymouth.
