Surface Water Management - Flood and Water Management Bill is a CIWEM-CMS Conference in London.

CIWEM - CMS Conference London on 17th June Surface water management is an idea whose time has come.

For years people struggled to do the right thing despite the system.

Now the Flood and Water Management Bill clearly sets out who should lead and that partnership working is expected, for example:.

S132 The Government also believes local flood risk management will be best if based on new partnership arrangements.

S135 The draft Bill places the leadership role in these partnerships on county and unitary local authorities.

S 136 County and unitary authorities will produce flood risk assessments and flood risk action plans - e.g surface water management plans for their areas.

This begs the question of capacity to deliver these roles and who will deliver these roles - new capacity in-house or through consultants.

The conference speakers - industry leaders - will cover two areas:.

1 ] The results of recent work on surface water management: Defra guidance, first generation SWM plans, information needs, risk based assessments and the Floods Directive.

2] Clear and critical appraisals of the SWM parts of the Flood and Water Management Bill including:.

Future roles and responsibilities, leadership and partnership, Local flood risk management, SUDS, Funding, and information to help delegates respond to the consultation.
