Andrew Gillson, senior cost consultant at DWB, states: "The programme involved a furniture fit out and redecoration of the existing library building".
"One of the challenges of the programme, which started in June 2005, was to complete it before the beginning of the 2005-2006 academic year".
"The programme was completed on time and on budget".
