The domestic heating industry unveils a training and qualification programme to help installers prepare for Building Regulations in 2005, which will make it mandatory to fit only condensing boilers.

The Energy Efficiency Installer Programme will be substantially subsidised by Government, and will lead to a radical change in installer attitudes and knowledge about high efficiency heating systems The Programme was announced by Secretary of State, Margaret Beckett, at the recent Better Buildings Summit

It has the backing of the Energy Saving Trust, the Learning and Skills Council, the Energy Efficiency Partnership for Homes, the HHIC, IDHE, CORGI, Skills for Business Network and City and Guilds.

Installers will attend a day long workshop available from manufacturers, colleges and other training providers, nationwide and centred around local delivery hubs.

The workshop will be followed by an hour-long multiple choice test.

Installers who achieve the required pass mark will receive a City and Guilds Certificate (nationally accredited at Level 3).

Installers will also be able to take the test independent of the training.

Topics covered during the training and assessment include: * A brief introduction to climate change and the Energy White Paper; * Changes to building regulations which apply now and those coming in April 2005; * The elements of high efficiency system specification (boilers, hot water storage and controls).

The case for the Certificate was reinforced by feedback from trials of the workshop held this summer.

Around 90% of those who attended the pilots said they could not have passed the test without attending the course.

More than 50% of installers were not fully aware of the current Part L1 Philip Sellwood, Chief Executive of the Energy Saving Trust, said: "The Programme will help drive up skills in this important area.

It demonstrates that the industry is committed to helping installers prepare for the 2005 Building Regulations and wider challenges presented by climate change.

" Michael Stark, Head of Skills and Workforce Development at the LSC, said: "This is a great opportunity to deliver new skills which benefit everyone - installers, their customers, and also the environment.

Our role is to ensure that high-quality training and assessment are nationally available, through new LSC-accredited networks of public and private trainers.

We will support the programme to make it easily affordable to installers - but our message is get trained in 2004, while generous public discounts still apply." Richard Soper, MD of Worcester Bosch Heat Systems, said: " We are strongly committed to delivering training and will actively recruit installers and specifiers to sign up.

We must also welcome the interest being shown by colleges and private training providers across the country.

"Training courses are expected to be available early in the New Year.
