The Energy Saving Trust has welcomed the Government's 2004 Budget commitment to reduce VAT on energy saving technologies such as ground source heat pumps and potentially micro CHP in 2005.

Christine Kinnear, marketing manager for the EST's Best Practice Programme said: "This is a big boost for both new and renewable energy and recognises the importance of micro-generation for our future power needs We would encourage the construction industry to take advantage of these tax breaks and specify more GSHP in new-build housing projects." GSHP is a progressive technology that takes heat from the ground to provide heating in the home and is particularly appropriate for rural areas without gas supply

GSHPs are highly efficient; for every one unit of electricity used to power the pump, three to four units of heat are produced.

This means they are 300 to 400 per cent more efficient compared to high efficiency condensing gas boilers which are around 90 per cent efficient.

Micro CHP is also highly efficient, providing heat and electric power to the home while burning no more gas than a boiler that complies with current building regulations.

The EST programme, Energy Efficiency Best Practice in Housing, gives free advice and training to building professions on energy efficiency, including renewable energy.

Summary of measures in the Budget to boost energy efficiency: * VAT cuts on the installation of Ground Source Heat Pumps from 1 June 2004.

* Reduced VAT on micro-CHP units from 2005 (dependent on outcome of field trials).

* Tax relief of up to ?1500 for landlords who install loft and cavity wall insulation in rented accommodation.

* The Government is exploring a possible Green Landlord scheme which will recognise properties with a high level of energy efficiency.
