Higgins Construction PLC is confirmed this week as the main contractor for a GBP3m Decent Homes contract to refurbish over 250 properties in the London Borough of Lewisham over 23 weeks Just a week after Communities Minister David Milliband admitted the Government's targets for Decent Homes would not be met by 2010, Higgins have been briefed to complete this project for the Pepys Estate before the Easter holiday next year
