mistake
The Institution of Civil Engineers' new President David Orr wants to see clients play a bigger role in the planning of construction projects.
Better informed clients will avoid what he calls the 'million pound mistake' occurring, when budgets increase due to wrong estimates or a failure to scope construction projects properly During his Presidential year, Orr will promote the importance of good procurement to make sure major projects which provide so much value to the public are delivered on time and on budget

The Institution of Civil Engineers has launched a one-day conference to address the current issues and challenges facing the UK waste water management industry.
David Orr, new ICE President, commented: "The London 2012 Olympics actually got the estimate right for the core infrastructure".
"However, its budget had to increase to allow for issues such as cost of land and VAT.
Better procurement could have got the estimate right in the first place".
The new President strongly backs the use of ICE's New Engineering Contract (NEC) as way of achieving procurement excellence.
Linked to procurement, Orr is calling for Government to look at streamlining the planning process so vital infrastructure needed by the nation can be developed.
ICE's 143rd President urged every civil engineer to stand up against corruption, citing successes in places such as Hong Kong, Singapore and Tanzania as examples of good practice.
Orr is also keen to promote the work of 'unsung heroes' - civil engineers making worthwhile contributions to society - via the media and in conversation.
In his year in office, Orr will also be assisted by six 'President's Apprentices' who will shadow him, gaining an insight into the work of a senior civil engineer.
