The design retains elements of the former depository throughout, with a new glazed entrance, staircase and lift core being added to the mill.
As well as being home to the Grade II listed 18th Century warehouse building, the site is also the location of a former grain mill powered by an early James Watt steam engine, the foundation of which was unearthed during exploratory excavations.
The initial designs were amended in order to preserve these important archaeological relics.
Steam Mill Wharf is the latest in a series of luxury apartment contracts awarded to Linford Group.
Managing director Robert Pearson said: "This prestigious new development in a popular part of Chester is an exciting contract for us to secure".

"It also highlights our unique ability to blend the restoration/redevelopment elements of the design with contemporary but sympathetic new build elements".
Steam Mill Wharf is being developed by a joint venture company involving Maro Developments and Manchester Property Development .
Work starts in August 2005 and is due to be completed by autumn 2006.
