Policy to Practice Seminars have been designed to help local authorities apply this new policy known as The Merton Rule, and to share best practice with building services to facilitate the planning and delivery of renewable energy projects.
The Merton Rule requires on-site renewable energy to reduce carbon emissions in all new major developments by a minimum of ten per cent.
However, many local authorities and developers are unclear how to assess and implement renewable technologies to achieve the necessary carbon targets.

Policy to Practice seminars will provide a clear understanding of The Merton Rule, renewable technologies, project planning and delivery techniques.
A range of speakers from regional and local planners, renewable energy companies and their clients will use case studies to share best practice methods for delivering carbon reductions in the built environment from renewable energy.
The Minister for Housing and Planning, Yvette Cooper said: "The majority of them [planning authorities] have set a requirement for 10 per cent on-site renewables".
"It is essential that all planning authorities follow this example at the earliest opportunity in their plan-making.
Such policies have a vital role to play in reducing emissions, through the use of carbon-neutral energy sources".
TCPA Sustainable Development Policy Officer, Robert Shaw, said: " This important statement follows a long period of lobbying from the TCPA and others and will help to maximise the potential of the planning system to incentivise the market for small-scale renewables".
"Target-led on-site renewable energy policies hold the key to creating a market of more than a billion pounds a year while ensuring that desperately needed new homes make an important contribution to reducing carbon emissions".
Seb Berry from the Renewable Energy Association said: " We welcomed the Ministers Statement on 8th June and the Government's very strong support for the widest possible uptake of The Merton Rule planning policies at Local Authority level".
"The Statement underlined the key role that planning policy will play in delivering low carbon buildings and sustainable communities".
"The Policy to Practice seminars show how on site renewable energy projects can be delivered feasibly in Merton Rule authorities".
"The seminars are essential for all those with an interest in low carbon developments.".
