Design and consultancy firm Sprunt is managing the procurement of Shepway District Council's partnered repair service, advising on the set-up of new maintenance arrangements for 4000 homes.

The council appointed Sprunt to advise on the set-up of new maintenance arrangements for 4000 homes, incorporating new partnering arrangements.

Shepway District Council's corporate property and housing stock responsive repair service was previously delivered by two general contractors and an electrical contractor, using schedule of rates-based contracts.

However, the amount of administration involved in the arrangement was huge and soon became a burden.

Sprunt identified that officers spent 78 per cent of their time processing paperwork, there was no system for making appointments with tenants, and the performance of the three contractors was inconsistent.

"Shepway wanted to realise the benefits of operating a repair service delivered under a partnership arrangement where customer care is central," said Steve McGivney, director, Sprunt.

Cooperating with council staff at all levels, Sprunt undertook a fundamental review of the stock and repairs delivery, while workshops were created to provide staff, residents and councillors with a forum in which they could share their concerns and ideas.

Working closely with Shepway District Council, Sprunt prepared the contract documents, designed a tender evaluation model, and is currently managing the procurement process, including the OJEC procedure.

"This is not simply a technical exercise, but is intended to ensure changes are managed effectively and sensitively among staff, residents and new contractors," added McGivney.
