Stanley solves digital switchover issue for Raglan

Solution to issue confronting Raglan Housing Association in its project to install IRS systems to 4,000 properties across the UK.

An innovative partnering arrangement has provided a timely solution to the issue confronting Raglan Housing Association in its project to install IRS systems to 4,000 properties across the UK.

Due to the volume and wide geographical spread of the properties the Association could not survey every property prior to contract and did not have a comprehensive list of which properties required systems.

The solution was to enter into an open book partnering arrangement Stanley Security Solutions in which Stanley survey, install and maintain systems in return for a ten year finance/service agreement.

Stanley survey each property to an agreed standard specification and identify where savings can be made by linking properties together under a single system and also where systems may not be required or might suit a different specification.

The resulting surveys are presented to Raglan each month where an agreement is reached to add the proposed systems to the contract.

This also means that Raglan have a say in the system design prior to the works commencing.

Mathew Butcher, Principal Surveyor of Raglan Housing Association said, "The open book partnering approach means we have a shared objective of delivering the appropriate solution to a diverse range of residents, whilst maintaining best value".

"Without any need to compromise quality, the open nature of the pre-installation survey has encouraged Stanley to identify areas where we can save against the original budget".

"Subject to resident consultation we maintain the ultimate decision on whether individual schemes should go ahead".

"The ten year agreement in which Stanley carry all risk of ownership also means they have a long term vested interest in the installation works and we don't have to worry about any future modifications during the switchover phase".

With the government's analogue TV switch-off now gathering pace and local authorities and housing associations needing to upgrade communal aerial systems to provide digital access for their residents, Stanley have developed a flexible approach to partnering arrangements.

The company will be present at the Chartered Institute of Housing conference where they will be highlighting their digital TV distribution services.

With a longstanding reputation amongst local authority and housing association clients, these products form part of a comprehensive range of social housing specific products being shown, including access control and door entry systems.
