Battle over liberalising Europe's qualifications directive aids building surveyors' status claim.

Opposition to the so-called liberalising tendencies of European legislation was dramatically exhibited by the French rejection of the European constitution Similar attitudes manifested in the European Parliament when Britain's construction professionals represented by CIOB and RICS attempted to secure amendments to the recognition of qualifications directive proposed by the European Commission

The amendments sought to remove doubts about the freedom of people otherwise competent in building design to work anywhere within the European Union whether or not they are designated as architects.

Kevin Sheridan of CIOB Ireland, vice-president of the Association of European Building Surveyors and Construction Experts (AEEBC), told CIOB International that it was quite an achievement to get the amendments tabled at all.

They had been tabled on behalf of the Forum of European Construction Professionals by one of the vice presidents of the Liberal Group in the European Parliament, but she was forced to withdraw them at the last minute under great pressure to adhere to party discipline.

The impending start of the United Kingdom's Presidency of the European Union on 2005-07-01 raised hopes however that the more liberal approach with which Britain is associated may at last prevail.

It is understood that many members of the European Parliament were willing to make concessions on these controversial issues in order to get the vote through and avoid a lengthy conciliation procedure.

As a result of these exchanges, Kevin Sheridan says it is important for building surveyors in particular to realise that where, as shown by the U.K.

and Irish comparison of competencies of architects and building surveyors, they can show that their activities are comparable to those of architects, this should allow them to demonstrate their equivalence in other host countries and therefore provide design services under other jurisdictions.

But the problem, he added, will be ensuring a level playing field for all professionals involved in the design process.

An overview of surveyors' and architects' competencies, drawn up by RICS and the Forum of European Construction Professionals, shows clearly that these capabilities are comparable.

Mr Sheridan believes that it will now be very difficult for a national authority to continue to block the attempts of building surveyors to provide design work across the European Union.
