TPS Consult presented a trophy to Defence Estates to mark the end of the ten-year modular control system (MCS) contract.

It is unusual to mark the end of a framework contract with a presentation, but then the MoD's MCS support contract has been an unusual framework For a start it has been progressively extended in duration from its initial award to TPS Consult in 1994 up to its replacement this year with a new contractor led framework, which will see TPS Consult supporting ATG Airports

During its heyday, the MCS was installed in over 65 military and civil airfields worldwide to control electrical services including aeronautical ground lighting, floodlighting, airfield and public road traffic lights and aircraft arresting systems.

The Defence Estates contract incorporated a number of key functions including technical system support, manufacture and supply of MCS spares, installation and commissioning of systems upgrades and site servicing and repairs.

It has also been unusual in so much that whereas much is written and spoken these days about partnering, fair relationships and mutual trust, little is unfortunately put into practice.

This partnership, however, has been the exception and its success can be measured by the smooth, efficient and problem-free way in which it has been undertaken.

As part of the 24/365 on-call cover, TPS Consult's MCS contract manager Lawrence Vincent-Edwards, and his supporting technicians, have traveled the length and breadth of the British Isles, out to Germany, Cyprus and the Falkland Islands, often at less than two hour's notice.

The success of this ten-year contract is principally down to the people involved - Andrew Edwards, Andrew Dunn and Lawrence Vincent-Edwards - in conditions made possible by two forward looking, value-centered organisations: Defence Estates and TPS Consult.
