'Best Education' Centre Serves Bolton

The Castle Hill Community Learning and Resource Centre in Bolton, which won Best Education Scheme in the 2003 Private Finance Initiative Awards, has been completed and fully occupied.

Built by Dawn Contractors, with TPS Consult providing multi-disciplinary design services, the £12 million Private Finance Initiative (PFI) project includes a community centre and youth sports facilities, nursery, staff training centre for Bolton Council, replacement library, refurbished playing fields with a new all-weather pitch and a teachers' resource centre Councillor Nick Peel, chairman of the Castle Hill Policy Development Group for Bolton Council, described the Castle Hill development as the community jewel in the crown for the Tonge Moor area of Bolton: "It's a superb facility for people in the area and is being extremely well used

The comments about it have been very complimentary and people say they find the building very welcoming.

"In all the development has 23 occupiers which must be among the highest user rates of any building in Bolton.

We are delighted with the centre, it's a real boost for the area, catering for everyone from primary school age to retired people." The project was not without controversy as the original building contractors, Melville Dundas, went into receivership only a month before the first phase was due to be completed.

Mike Laurie of TPS Consult, said: "TPS has been involved in a number of PFI projects in recent years and this one stands out amongst them.

Winning the Best Education Scheme in the 2003 PFI Awards was a prestigious award for a well thought out and executed project.".
