TermoDeck helps Jubilee Library to win Prime Minister's Better Public Building Award.

Brighton's Jubilee Library has been announced as the winner of the Prime Minister's Better Public Building Award for 2005 The special award, which is now in its fifth year recognises excellence in design quality and procurement practices of publicly funded building schemes

The innovative building, impressed judges with both its dominating profile on the South-Coast skyline as well as the many low-energy features incorporated into its design, making it a worthy winner of the 2005.

The Jubilee Library beat off competition from 14 finalists, drawn up from a record 139 entries.

Designed by Bennetts Associates, in association with Fulcrum consulting, the bid was successful in part due to the innovative low energy approach and excellent BREEAM rating, using a mix of the established thermal storage TermoDeck system and a wind assisted displacement ventilation system.

Challenging the traditional way in which buildings are designed, TermoDeck uses thermal mass to control heating and cooling across a development.

The system works by using fresh air, rather than the recycled air that is commonly found in air conditioning systems and through its unique properties, it is capable of significantly reducing energy bills, compared with traditionally built developments.

Air passes through the hollowcore concrete slabs that form the floors and ceilings of the building.

This enables the slabs to behave as passive heat exchanger elements that release or absorb heat as required.

Controlled ventilation through the hollow concrete slabs means that users of the multi-million pound facility also benefit from a constant source of fresh, filtered air.

In addition, carbon dioxide levels are significantly reduced, helping to provide a long term sustainable development.

The application of TermoDeck in the Jubilee Library, also helps users to stay alert for longer periods of time, as well as creating a comfortable working environment throughout the year.

Geoff Russell-Smith, General Manager, TermoDeck said: "Providing a practical, green alternative to the traditional methods of construction was undoubtedly a key factor in Brighton's Jubilee Library winning this year's Prime Minister's better public building award.

The environment was a significant benchmark, in terms of judging the performance of new buildings.

The inclusion of TermoDeck in the Library's design was an important factor in contributing to the overall success of the building.

"With growing demands placed on architects to create buildings that not only look good, but offer a high level of energy performance, I am confident that many future developments will follow the example of the Jubilee library.

The award proves that it is possible for architects to create aesthetically powerful buildings, that save energy and reduce carbon emissions." Winning the accolade reinforces the reputation of the Jubilee Library as one of Britain's best buildings, after already winning a number of high-profile industry awards, including the CIBSE building of the year - the second year running that the accolade has been won by a TermoDeck building.

The Jubilee Library was also a Stirling Prize finalist.
