This question was posed at the 28th April Seminar in the Grand Ballroom of the Marriott Singapore "The Future of PPP in Singapore - How to Avoid the Pitfalls and Embrace the Benefits".
Together with Guest Speakers from KPMG and Lovells Lee and Lee, Turner and Townsend PPP specialists Peter Jones (London) and Nerida Williams (Melbourne) charted the progress of PPP in the UK and Australia and set out the measures which Singapore would need to embrace to ensure their programme of PPP becomes the worldwide benchmark of success.
The presentations were given from a technical, legal and financial perspective with all three competencies giving the same message - PPP has the ability to deliver enormous benefits, but won't automatically do so without careful planning at the early stages and involving the right professionals at the right time.
The event was well attended with representatives from government agencies, private sector bidding consortia, funders and technical consultancies.
Debate was lively with topics ranging from the use of bid costs to maintain competitive pressure in negotiations to the potential for programme type PPP models such as Building Schools for the Future and NHS Lift to address issues of scale and high procurement costs in the Singapore market.
Turner and Townsend are working in the Asia Pacific region with a number of private sector and government clients to establish a culture of successful PPP delivery in the region.
