Birmingham's GBP750m Building Schools for the Future (BSF) programme moves forward with assistance from Turner and Townsend.

Birmingham City Council's ambitious GBP750m Building Schools for the Future (BSF) programme has taken a major step forward with the issue of its first OJEU notice seeking a private consortium International construction and management consultant Turner and Townsend was appointed to the BSF programme, which will see the development of 76 schools in Birmingham, in October 2005

As Lead Technical Advisor, Turner and Townsend has performed many functions including high level options appraisals for LEP models, high level funding reviews, project and programme management and strategic and outline business case development with particular emphasis on ICT provision.

BSF is the biggest single government investment in improving secondary school buildings for over 50 years with the aim to create an educational environment designed to cope with the demands of 21st century schooling over a period of 10-15 years.

Turner and Townsend has assisted Birmingham City Council from programme conception and has been instrumental in developing the contractual documents which will drive the procurement process and secure the right private consortium.

Rajiv Sudan, Associate Director at Turner and Townsend said: "This is an exciting, ambitious and innovative programme for the council to deliver".

"Turner and Townsend has spent time developing a robust relationship with the team at Birmingham City Council to make sure the right processes are in place to source a private and public Local Education Partnership (LEP) that will set the education precedent for other authorities to aspire to".

It is hoped the LEP will be established by November 2008 to enable the first phase of work comprising 10 schools at a cost of GBP128m, to go ahead.

The total programme will take up to 12 years and will be tackled in six waves.

This latest development adds to Turner and Townsend's existing and growing portfolio of BSF experience with the company already working UK wide with local education authorities including Durham, Nottingham, Knowsley, Liverpool and Waltham Forest providing a range of services including cost consultancy, technical advice and project management.
